Out of Character speech

SYNTAX: ooc <message>
ooc/set <string>

Allows a player to speak or pose OOCly or out of character. The command
accepts ;, :, and " appropriately. Note the space between 'ooc' and the
message.

Users can customize the <OOC> header with the second command. It is stored
in the ooc_string attribute on the player object. Not that if the custom
header does not contain OOC the code will use the default.

Lots of people import their own code for this. Be aware that really
strange/unusual strings will cause open mocking and laughter at your
expense. As with all ansi, what looks great on one person's screen may
well look ludicrous for others.

(Thanks to Jenn for the root of the code)
