There were several reasons, really. First is that the person that wrote
the theme files for Jupiter's Children wanted something -different-. New
York had been done to death (in three different time periods, no less).
Chicago, St. Louis, and other north eastern cities were all over the
place. They're the standard fare for superhero games, and Kimi wanted to
avoid that 'same old'.
Simply by moving the setting to California much has changed. People have
a different impression of Cali. It has a different /atmosphere/. There
is also a 'pulp'-ish air to the theme that goes well with a big movie-
production city. The skewed, larger-then-life atmosphere that bolsters
movie stars and directors goes hand in hand with the blind worship that
the metahumans receive.
Lastly, California is also a lot warmer in the winter, which makes it more
reasonable to wear skimpy, clingy outfits all year round! :)
