There are plenty of metas around the world, but they still comprise an insignificant percentage of the population. There may be as many as one meta per hundred thousand people, but conservatives estimate number is more likely one in a million. With a world-wide population of approximately five billion, that makes between five thousand and five hundred-thousand metas. As the majority of them keep quiet, the average person believes the number of metas to be quite lower, in the thousands. The ones that are publically known make up for all the quiet ones with the amount of media attention they receive.
California, Finland, and Japan are areas with a disproportionate number of metahumans, with Los Angeles area having the highest concentration of metas in the world.
