The opinions of the other players involved are the best limiting factors
there are. In most super-hero games, if a character can lift a million
tons the player of that character has been given permission from the staff
to have that value. That permission gives them justification to use that
strength ICly. It is, indeed, often considered by the other players that
if a character has a power that when they roleplay with that character
they have, in effect, automatically consented to the use of that power at
the permitted level.

That doesn't exist here.

If a player writes a trait saying their character can lift a million tons
and no one they play with thinks that level is resonable... the character
effectively doesn't have that trait. Likewise, if the trait is set to a
thousand tons and other players believe that to be unreasonably /small/,
they can agree that is should be higher.

Not that it really matters.

Let's face it, most characters on a super-hero game will have some sort of
ability that can mean instant death for the average human. Plasma blasts,
teleporting heads off, cosmic rays, telepathic shocks, whatever. For that
matter, a bit of luck with a decent-sized knife will have the same result.
Which is why the guidelines in 'news role play' are so important...
Numbers are not nearly as important as the cooperation between players.

Of course, people will probably ask for some numbers anyway, if nothing
else so they can have an idea of what people consider to be reasonable.

So here's a few guidelines (uttered with Jeff Foxworthy's voice):

If your character can withstand a direct hit from a nuclear warhead...
he might be too powerful.

If your character can tear a hole through the Earth without raising a
sweat... he might be too powerful.

If your character can write his name on the surface of the Moon, while
drunk and blindfold... he might be too powerful.

If your PC has the lung capacity to inflate a blimp-sized Dolly Parton
love doll... he might be too powerful.

If your PC is capable of making love for ten days and ten nights without
a break... does she have a sister?
