E-Z-P has the power, as he calls it, of "Knowin' Shit". In truth he has some wicked powerful psychic abilities that subconsciously let him learn all kinds of important information from the various characters in the city. His range does seem to extend only to Los Angeles' borders and not beyond, but that is a pretty wide scope. He doesn't know how he does it, he just knows it. "Pay a Brotha!"
E-Z-P also has the psychic ability to no longer be there. That is, he can vanish in the blink of an eye. Whether he has teleported away or his psychic abilities are just defensively shielding him from the world, no one has been able to discover. But assassinating E-Z-P has been tried many times before, without any success at all. "HAAAAH! You missed suckah HAAAAH!"
