The Intergalactic Council is essentially made up of a representative committee of every planet with sentients in the known galaxy who have found each other, of a like mind. This last part is essential as the Intergalactic Council long ago decided that if a race was too aggressive or showed signs of being extremely dangerous, they would either be cut off from space travel technology, thus restricting their movements to their own planet, or they would be quelled before they could become a problem and therefore would be allowed "in" the council as a subjugated race with no voice, and would have to adhere to the Council's commandments regarding their planet.
In truth, the Intergalactic Council is for the most part, fair. They do not see a world having weapons as making them a threat. It is the sentient races' level of expansion and aggression that is their true barometer. In the Council's experience if a sentient race is very aggressive towards each other on their own planet, they tend to be expansionist and belligerent once they acquire the technology to compete. While that process could take hundreds of years, the Council has now seen enough examples to have decided not to let a truly aggressive race have the chance to wage war on their federation of races.
When the Jupiter Effect occurred, one of the more mysterious effects was that spaceships light years away saw it, though they gained no understanding or comprehension of what they were seeing. Drawing closer, they immediately saw Earth, and realized they had located a new world with intelligent beings. They set about building a secret observation tower near Mercury, too far for Earth to send exploration probes at that point in time. As an added precaution, they used very advanced cloaking devices. They call the station The Fifth Moon.
The Council has a very strict policy regarding Earth at this point. They are unsure what to make of what they are seeing. The Jupiter Effect has caused Earthlings to suddenly have newfound abilities too varied to be cataloged. Earthlings seem aggressive and expansionist, yet in many regards altruistic as well. The Council has been watching for twenty years and they still have not made their decision. Right now a major mandate is to keep Earthlings in the dark that there is extra-terrestrial life. The Council finds the Earthlings' curiosities about space life fantastic, and has rarely seen a people who have never explore the stars create so much fiction concerning the subject. Right now the Council is torn between a contingent that sees Earth as a major threat and feels that it needs to be subjugated. There is a second voice though, that feels that the One World Government was the planet's first attempt at world peace, and though it narrowly failed, it appear they are attempting to evolve.
Any alien characters belong to the Council, and must not reveal they are extra-terrestrials ICly or there may be major ramifications from the Council. No Non-Council races have been allowed anywhere near Earth, as a huge fleet of war ships form an interstellar blockade at the moment.
This is important At the beginning of the Day One Scenario, no Earthling knows that extra-terrestrials exist. If Extraterrestrial players (Aliens) reveal they are in fact, aliens, they may face harsh repercussions or even cause invasion fleets to immediately attack Earth. Therefore, in the interest of intergalactic peace, alien players, please guard your secret, as its part of the theme!
If your character is an Alien, please take the time to write a file here on this page about your character's race, home planet, general disposition, and technology so that the race can be utilized as part of D1's continuity by all.
