The Department of Metahuman Affairs is a big deal in Los Angeles. Metas are treated by the media as movie stars and L.A. is the mecca of movie stars. The DMHA therefore has a sensitive problem: Dealing with Metas who are serious troublemakers.

The DMHA has different departments. Players who are powered or non-powered should feel free to join the DMHA in one of these departments, who all must take their orders from the DMHA City Director.

Investigations: Was a crime that happened a Meta incident or just a non-powered criminal? Just as the FBI investigate crimes, the DMHA do too. Often agents from the two agencies will show up at a murder site, determine what kind of crime it is, and then one of them will go home. If a crime is discovered to be either Meta or Super-Science, then it falls under the DMHA’s jurisdiction and they set forth to discover who committed the crime. As registered metas do not have rights, the DMHA can barge into their houses as they like and most metas know not to kill DMHA agents. This being said, the DMHA only wants to imprison metas who commit murder or try and conquer the world. The really dangerous, psychotic metas are the primary concern of the investigative wing of DMHA. Vigilantes and Villains who are registered and battle in the streets? Who cares? The DMHA likely knows their identities, and as long as any civilians aren’t killed in the process of their fight, then it’s not anything the DMHA cares about. While the DMHA will not consider property damage to be a crime that they will arrest a registered Meta for, that doesn’t mean that Metas aren’t taken to civil suit court regularly by civilians who have had their homes or cars destroyed by metas in battle. Sometimes, the DMHA will “escort” a Meta to civil court if the civilian sueing them for property damage is influential enough.

Registration: The DMHA has a vested interest in Metas being registered, because once they are registered they have no civilian rights and that gives DMHA agents more power. Primarily the way they effect this is by taking note of any unregistered meta and being right there when they commit any crime at all. If an unregistered meta litters, the DMHA might arrest them. If an unregistered meta jaywalks, the DMHA might arrest them. The Registration Act has made life very difficult for Metas who oppose it. Ironically, once a Meta is registered, the DMHA largely leaves them alone unless they prove to be psychotic.

Strikeforce: Strikeforce is a very recent addition to DMHA. It is not a nation wide phenomenon yet, but the DMHA and the Senate, in particular, are hopeful it will work. Strikeforce is a government sponsored “Super Team” of registered Metas who have agreed to work for the government. Like Marvel’s Avengers when they were government sponsored, Strikeforce gets to decide its membership, gets to decide missions, and the like. But, the government can also exert some influence, requesting missions to be completed from time to time.

Science Investigations: Super Science falls under the DMHA’s jurisdiction. Any individual who has created a prototype and is using it for vigilante or criminal purposes will be investigated by this branch of the DMHA. The DMHA is less interested in the individual, usually, then the tech itself, wanting to get their hands on the schematics or the device itself to reverse-engineer it. While they have not been successful in reproducing any prototypes they have already successfully investigated they HAVE been successful at having counter-technologies produced, though again usually there is only a proto-type and mass produced counter technology items have not ever been a success. The bottom line is, the DMHA always looks to have preventative measures should super science fall into the hands of a psychotic.
